In the decades following the second Neo-Zeon war, the Earth Federation fell into stagnation. Rather than improve its military standing with ever-more advanced technology, the EFSF continued to employ existing classes of spacecraft and models of mobile suits. One such suit was the RGM-89 Jegan.

With a few minor upgrades, the EFSF's fleet of RGM-89 Jegans were broken up into several variant types. Two such variants were the RGM-89R Jegan "A-type" and the RGM-89M Jegan "B-type". The A-type Jegan was considered to be the fastest and most maneuverable of all of the Jegan variants, and was used primarily by squadron commanders. Aside from the standard beam rifle and shield with built-in missile launchers, the A-type mounted a two-tube grenade launcher in its left forearm, two vulcan guns in the head, as well as two beam sabers (one on each hip). It also had improved thrusters and a few extra maneuvering jets.

The B-type Jegan offered some improved performance, as well as a significant boost in firepower. Mounted on either hip is a 5-tube missile launcher, while the two beam sabers are stored in a recharge rack on the left forearm.

One trait common among all EFSF suits (those not mounting beam shields, that is) c. UC 123 was the ability to spin their wrist motors while wielding beam sabers. The effect was a sort of "pseudo-beam shield", which could deflect ammunition-based weapons fire. However, because the barrier was not constant, careful timing (or dumb luck) could lead to a round or two going directly through and hitting the mobile suit.

While these two variants of the Jegan were improvements on the base model, they were still no match for the Crossbone Vanguard's new machines. During the initial battle for control of Frontier IV, the consequence of city fighting was made clear. While the Crossbone Vanguard suits were much more agile and advanced, the EFSF suits were clunky and ungainly and caused a great deal of collateral damage.
